ARTS ASAM L. 2.5 Partial Hospitalization Program (PHP) Adults 21 and older
PHP is a good fit for people who:
- Need a high level of care but can remain clean outside of a rehab center.
- Have already completed a hospital or residential treatment program but feel at imminent risk of relapse.
- Have a hard time motivating themselves to continue treatment.
- Have a co-occurring disorder (e.g., anxiety or depression in addition to a substance use disorder).
- Live in environments where they are at risk for using drugs and have little support.
- Are not making optimal recovery progress in an IOP.
Our Structured outpatient setting includes:
ASAM 2.1 Intensive Outpatient Program (IOP) Adults 21 and older
ASAM Level 2.1 Intensive Outpatient Services is a treatment program for individuals with a substance use disorder (SUD) and/or co-occurring mental health disorder. IOP recommends individuals complete an average of 9-19 service hours per week with the treatment provider.
IOP is a person-centered & solution-oriented treatment service that focuses on each individual’s needs throughout their recovery. Each client’s treatment plan is specialized based on their individual needs.
Intensive Outpatient Program (IOP) Service Goals:
We offer outpatient therapy and support for individuals struggling with substance use and co-occurring mental health challenges. Our experienced team uses evidence-based approaches such as ASAM criteria, CBT, and DBT to create personalized treatment plans that support recovery and long-term wellness. Services include individual, couples, family, and group therapy, with our staff helping you connect to the right provider for your needs. If medication is part of your recovery plan, we’ll coordinate care with a trusted prescribing professional to ensure a holistic and supportive approach.
Recovery Housing
Urban Recovery RVA believes that access to quality Recovery housing and Addiction Recovery Management Services (ARMS) should be available to everyone. To this end, our mission is to place a focus on and provide quality Recovery Housing for Black, Brown, and other special populations seeking freedom for active addiction. Urban Recovery RVA’s goal is to set the highest standards of Recovery-Focused care that promotes short term abstinence and fosters a foundation for long term recovery to improve the quality of life of individuals, families, and communities.
Urban Recovery RVA provides alcohol-free and illicit-drug-free housing to individuals that experience substance abuse disorders and individuals with co-occurring mental illnesses and substance use disorders.

Peer Recovery Services (PRS) represents a proven approach to care, featuring a trained, certified, and registered peer provider who offers guidance and encouragement to individuals in their journey to recovery.
What do RPRS’s do?
Support
Our Peer Recovery Specialists, having successfully navigated their own paths to long-term recovery, extend their assistance to clients by facilitating connections and providing ongoing support.
Inspire Hope
Our RPRS Team leverages their shared life experiences to inspire hope and tailor support to each client’s unique stage of recovery.
Collaborate
Together with the individual, the RPRS will establish short-term and long-term goals related to substance use reduction or cessation, improving overall health and well-being, and addressing any underlying issues contributing to substance use.
Accessible
The RPRS provides ongoing support and encouragement throughout the recovery journey.
Advocate
They serve as a nonjudgmental ally who listens to the individual’s concerns, celebrates their successes, and helps them navigate challenges along the way.
Educate
RPRSs provide education about the nature of addiction or mental health disorders, including the risk factors for relapse and the importance of developing effective coping strategies to manage cravings and triggers.
We are an eligible provider with Virginia Alcohol Safety Action Program (VASAP). We evaluate, assist, & prepare clients for returning back on the roads as successful and safe licensed drivers.

- Complete and submit the Intake Packet found here.
- Once submitted, a member from our team will reach out to scheduled an intake appointment.
- VASAP clients must contact their VASAP case manager to send all care coordination documents prior to assessment.
After your intake appointment, you will be assigned in of the the following Treatment modalities:

- Individual Therapy Sessions
- Hybrid Group and Therapy
Mental Health
We provider outpatient therapy for individuals facing a range of mental, emotional, and behavioral health challenges. Our clinicians use evidence-based approaches like ASAM, CBT, and DBT to create personalized treatment plans tailored to your needs. We offer individual, couples, family, and group therapy, with our administrative team helping you connect with the right therapist. If medication is recommended, we’ll refer you to a trusted provider who will coordinate care with your therapist for a comprehensive treatment experience.
Mental Health Skill Services (MHSS) is a community and home-based service designed for individuals diagnosed with mental health and/or co-occurring conditions. Our goal is to assist our clients’ in learning to navigate the community while also increasing their mental health skills.
We provide our clients with a personalized approach to recovery and functioning. Individuals will be matched with a River City counselor based on their mental health needs, and can meet at home or in the community.

This service is best fit for individuals who are:
Intensive In-Home (IIH) supports young individuals dealing with mental health issues, and enables them to thrive within the familiar surroundings of their homes. IIH can be especially beneficial for adolescents & children who are:
Presently at risk of being placed outside their homes
Having difficulty in establishing or maintaining normal relationships
Repeated, documented prior interventions by the mental health, social services, or judicial system
Have difficulty recognizing personal danger or significantly inappropriate behavior.
Our goal is to enhance familial bonds, implement adaptive coping strategies, foster healthier family dynamics, facilitate improved communication, and offer targeted clinical interventions.
Our interventions are geared towards assisting both the young individuals and their families in attaining enhanced functionality and stability within their home environment.
Veterans Employment Program
The Homeless Veterans’ Reintegration Program (HVRP) connects veterans experiencing or at risk of homelessness with the tools, resources, and support they need to achieve lasting employment and stability.
What is HVRP?
The Homeless Veterans’ Reintegration Program (HVRP) is a competitive grant program funded by the U.S. Department of Labor’s Veterans’ Employment and Training Service (DOL-VETS). It is the only federal program exclusively dedicated to helping homeless veterans find and maintain meaningful employment.
Our Mission
To support homeless and at-risk veterans in securing stable employment by addressing barriers, providing career development services, and connecting them to vital resources—including housing, benefits, and community supports.
What We Offer
We provide a comprehensive, veteran-centered approach that includes:
