River City’s Purpose


Our goal is to reduce and eliminate the impact of substance use and mental health disorders, and complex medical and psychosocial conditions on individuals, their families, and our communities.

The purpose of our programs and services is to prevent overdose and overdose deaths, out-of-home placements such as emergency room visits, psychiatric hospitalizations, intensive SUD residential treatment, and incarceration, while improving the psychosocial skills and overall functioning of individuals to enhance their overall quality of life.

River City Comprehensive Counseling Services (RCCCS), River City Integrative Counseling (RCIC), and Urban Recovery RVA make up the behavioral health organization, “River City.”

Our organizational philosophy and practices adhere to “Recovery Oriented Systems of Care (ROSC), “Integrated Behavioral Health” and “Addiction Recovery Management Systems (ARMS)” models to provide a wide range of programs and services for short and long-term SUD and psychiatric stability and long-term Recovery. River City has held Virginia Department of Behavioral Health and DevelopmentalServices (DBHDS) licenses, since 2009.
